Damp and leaking window?

We rent a house off my dad's colleague.

My window is rubbish and needs to be wiped down every morning and every night or it gets moldy.
There is mold everywhere around my window and I can't get it off, I also had to throw away a signed beer cup from Leeds festival this year about a week ago because it was so moldy.
I had to move my bed because the damp there was so bad it was soaking my bedsheets.
My mum also has really bad damp and mold in her room and the downstairs middle room has really bad mold that ruined some really expensive books she had stacked there.

Is there anything we can do to make the landlady do anything about this?
We've told her about 10 times over the past three months that my window is broken and it is moldy (it also doesn't open or shut properly) and about the mold in mums room and downstairs.
We are running out of ideas now, anyone got and help/advice?

Take pictures of the damaged window and the damaged items... send a letter w/ copies of the pictures to your landlady with return receipt to prove she (and ONLY she) signed for the delivery.

In the VERY POLITE letter, tell your landlady that you've verbally informed her of the broken window ("10 times over the past three months"), that it remains unfixed and she MUST fix it as it presents fire and welfare danger to you and your Mom, that the moisture is creating a destructive mold that compounds the danger as it can be toxic, and request she fix the window within 10 days... and, that failing to do this, you'll be forced to contact the local housing authority with copies of your correspondence and the pictures. Then tell the landlady that should the window remain unfixed in 20 days, you'll be "forced to repair or replace the window at my cost and deduct said cost of repair or replacement from my March 2011 rent."

Keep copies of everything you send the landlady, and make note in a notebook of -every- conversation you or your Mom have with the landlady from here on out.

If, after 10 days, the window remains unfixed, escalate your complaint to your local housing authority...it would be better if you made the complaint in person, but sending a letter with copies of everything (not your only copies, of course... -always- keep your own copies) will also work.

After 3-5 days, call your local housing authority and see to whom your complaint has been routed... ask to speak with the individual handling your complaint and ask him/her what you can expect and if this person needs additional information, details, pictures and/or to see the damaged window. It may quicken the process of resolution to do this, and it can't hurt.

Remember that throughout the process to remain civil, and focused on the issue: getting the window fixed. No yelling, no name calling, no hysteria... just a simple request on your part, got it? Good. :-)
